MOPC Grant Guidelines

1. Recreation Program Grant

  • Accepted on a rolling basis, subject to budget availability.
  • These grants support program delivery, leadership development, and summer recreation programming, typically in smaller amounts.
  • Requests $300 or less may be approved administratively; larger requests go to committee, which depends on remaining budget at the time of application.

2. Recreation Capital Grant

  • Accepted on a rolling basis, subject to available funding.
  • Intended for capital purchases or improvements (non‑consumable, long-term items such as equipment, facility upgrades, or infrastructure related to recreation).  It can cover 50 per cent of the project costs up to $1,000.00.   These must be approved by Finance Committee and then Council.
  • Applicants must demonstrate:
    • Community benefit
    • Project readiness
    • Budget and additional funding sources
  • Ownership of the asset/property is considered as part of the evaluation.
  • If the grant application is successful, the community group can only apply again in three years.

3. Municipal Services Grant (MSG)

  • No fixed annual deadline, but applications must be approved at a district meeting by the relevant Municipal Councillor. 
  • Timing depends on:
    • District meeting schedules – Typically councillors hold Ratepayers Meetings in May and June in their districts.   Meeting notices are usually posted on our website www.munpict.ca, social media pages (Facebook, Twitter, Instagram) and some Councillors put up posters in their district.   Councillors typically only hold one Ratepayers meeting a year to issue Municipal Service Grants, but if an emergency arises, residents can speak to the Councillor to determine if funds are still available and another meeting needs to be held.
    • Availability of district-specific funds – Each Councillor is allotted a certain amount of grant money which they can use in their district.  However, all Municipal Service Grants need to be approved at a Ratepayers meeting and then the finance committee and finally council.
    • These grants are small, district‑based project supports, not municipality‑wide funding.  Typically, these grants support smaller community programming, small upgrades to community buildings, cemetery upkeep, etc.


4. Council Grant Application

  • Strict annual deadline: last business day of February each year.
  • Consideration of late submissions is not guaranteed and is generally not permitted, as funding decisions are tied to the annual operating budget approved shortly after the deadline.
  • This grant is not accepted on a rolling basis.   Applications are received the last day in February as stated on the application form.  The Grant Review Committee reviews all applications and makes recommendations to Council.   If Council approves the recommendations, they go in as a budget item in the current fiscal year.
  • These grants are for larger infrastructure projects, programming and sponsorships that serve larger areas than just a district.  There are times the Grant Review Committee will refer Council Grants to Municipal Service Grants because service a particular district more the entire community.
