Call for Nominations: Broadband Utility Oversight Committee
Two Year term, April 1st, 2026 - March 31, 2028
The Municipality of Pictou County is seeking two (2) representatives to serve on the Broadband Utility Oversight Committee. This committee will guide the strategic and financial oversight of the Municipality’s broadband utility and ensure continued accountability to residents.
The committee will consist of:
- Two (2) citizen representatives
- Five (5) elected officials
- Municipal staff
- Industry leaders with technical expertise in fibre and wireless broadband networks
The Broadband Utility Oversight Committee has been established to:
· Provide strategic oversight and policy guidance for the Utility.
· Monitor financial performance and ensure the long‑term sustainability of the Utility.
· Ensure regulatory compliance with federal, provincial, and municipal requirements.
· Evaluate partnership structures, private equity options, and financial restructuring alternatives.
· Oversee service quality and customer satisfaction.
· Maintain accountability to Council and the community.
· Perform such other duties as may be assigned by Council from time to time.

The Committee shall operate according to the following principles:
· Strategic Focus: Emphasis on oversight rather than operational management
· Fiduciary Responsibility: Act in the best interests of the Utility and the community
· Expert Guidance: Utilize broad sector expertise for complex decisions
· Transparency: Maintain open communication with Council and stakeholders within confidentiality limits
· Accountability: Maintain clear reporting relationships and performance measures
· Confidentiality: Protect competitively sensitive information, partnership negotiations, personnel matters, and proprietary data while upholding public accountability
Qualifications for Citizen Representatives
Applicants should have strong business knowledge, with skills in:
- Financial expertise
- Marketing
- Business development
Applicants may possess:
· A CPA professional accounting designation
· Experience with municipal or utility accounting
· Understanding of Public Sector Accounting Standards (PSAS)
· To be considered eligible for consideration, applicants must be a resident of the
· Municipality and must have lived in the Municipality for a minimum of six (6) months.
